Toonize is meant to be used directly with the Color Wand tool. The idea is to set the tolerance of the wand such that fair sized areas of similar colors are flooded. Toonize then looks at all the colors under the area, determines a representative color for the region, and then replaces the region with that color.
The effect is similar to "posterization", but differs in that since you get to select the region to be affected (you can use other area selections than the wand, also, if you want to be more specific or precise about the colorizing), you have far more control than you do in a posterization operation.
The end result, when used judiciously, can be very cartoon-like!
